QCS Reservation Access usage-based

Time-boxed exclusive access to a Rigetti QPU via the QCS Reservations API. Reservations are billed against a QCS group or user account; pricing is contract-driven and not posted publicly. The QCS API exposes balance, invoice, invoice-line, and upcoming-invoice resources to track consumption.

Initial QCS account creation and onboarding through https://www.rigetti.com/get-quantum. Access requires account approval; once approved, the user can download a 24-hour OAuth2 access token from https://qcs.rigetti.com/auth/token.
