FDX API specifications are available royalty-free under the FDX API License Agreement. Full specification access and developer tooling require FDX membership or observer enrollment through the onboarding portal. Membership is open to financial sector organizations; tiers are based on organizational type and size. Individual developers and researchers may access specifications at the observer level.

Entry-level paid membership for smaller organizations or those with limited direct involvement in FDX standards activities. Includes specification access, working group observer status, and regulatory update communications.
Standard membership for financial institutions, fintechs, aggregators, and other financial sector organizations. Includes voting rights on RFCs, working group and task force participation, and influence over standards direction.
Membership tier for non-financial sector organizations including consumer advocates, regulators, academia, and consultancies with an interest in open finance policy and standards.
